Correct me if I am wrong, but I don't think it is talking about
any Unicode character as delimiters.

Ah, if we are talking about the quotation marks used as text
delimiters (in other words, part of the syntax rather than part of the
"payload"), then yes, they have the be the regular ASCII straight
quotes.
