Not so - they are not valid as quotes around names and strings. They can be included _in_ strings but that didn't appear to be the original issue. If it was then mea-culpa.

Which validators are you talking about?

The official JSON spec (as covered by RFC 8259 and ECMA-404) expressly
allows any Unicode character.

So if the validators don't accept those curved quotes, then it very
much is an issue with encoding.
