APAR Error Description / Circumvention

Attempting to do nightly saves which includes SAVSECDTA is
causing an issue when trying to re-start FTP servers. It
appears to be a timing issue where SAVSECDTA currently has a
lock on the stashed password index file at the same time the FTP
server needs access to the index to open the Local CA store.
The attempt at starting the FTP server gets error
GSKKM_ERR_INDEX_LOCKED and then fails to start.
CORRECTION FOR APAR SE69075 :
-----------------------------
A code path was attempting to lock the object with write access
as part of the server start task. A code change will ensure the
elevated lock is not attempted in this code path.
