We need to cut the time WAY DOWN on copying one schema to a
duplicate - different named - schema on same LPAR.

Not sure what the purpose of the copy is, but I don't think
anything would be faster than CPYLIB -- if that works for you. If the
library does not exist then it can be created via this command and you can
start journaling for the new library after the copy is done.
