I agree that calling IBM first would be ideal, but I can understand a sense of urgency when you have an outage. I was scolded by IBM back on 3/16 for doing an IPL from the console during an outage. They said the IPL destroyed all the evidence they needed to troubleshoot the problem. Last night we had an identical outage. This time I collected all their data (except a main storage dump) before the IPL. This morning they lamented the missing dump.

Good luck

In a case this serious I would always call IBM, providing you have support. In fact, I would have called IBM BEFORE initiating "drastic measures". They may have requested a core dump. This is something you can initiate right away and take the time later to send the data in after making the system ready for use. I recently had an incident in which I was (rightly so) politely chided by IBM for not doing so, as it was an issue which affected other customers but we all kept initiating drastic measures to get around it. It hit me again within a week on a different lpar. They got their data that time.
