Correct.

Actually, Excel is pretty aggressive about trying to treat things NOT
as text, if it can get away with it. It manages to strip away one
layer of quote-escaping, and ultimately loads the formula anyway.

I believe you can get the undesired effect you're looking for with
more quoting, but I'm doing some testing before posting, to make sure
I don't screw up yet again.
