I haven't tested the API, but I interpret the documentation in the IBM i
Knowledge center to mean that you have to invoke an API to swap user
profiles of your Job, if you're not the same user as the Job that you want
to interrupt. And my understanding is that user-profile swapping takes more
than *JOBCTL.

Again, that's just my interpretation, without testing.
