This tool that Justin has most likely uses the new (as of V5R4 and up) QWCJBITP  API -- "Call Job Interrupt Program" ...  do a google search for "QWCJBITP" to learn more ...

This API requires a system value QALWJOBITP to "allow job interrupts" to be set before the target job has started ... because the use of this API represents a possible "security" and "integrity" risk to your system ...      See the help text for QALWJOBITP for more details.

You can find sample code on the web, via a google search for "QWCJBITP" ... but understand that such a "tool" should only be used in certain special situations, such as when debugging a production job, etc., and not something you should make available to just any users on the system.
