Not sure exactly what happened, but I deleted both PASE and SC1 utilities
Changed the QALWOBJRST AND QVFYOBJRST to appropriate values to allow the
restore
Reinstalled
Applied cumulative package 8025
and now it appears to be working again.

Here are lists of all of the 5733-SC1 PTFs by SC1 release. Note: there is
no 7.3 or newer version of SC1, the 7.2 version is used instead on all IBM
i releases past 7.1.
