I think we both agree that there are some PTF's which will never make it
on a cume, and probably never make it on a group. Some because they are
flag PTF's (such as changing the default behavior of WRKACTJOB). Some
because they were designed for really unique situation, and while tested
by IBM, they may feel that not enough people fit this unique situation to
justify risking something which may have slipped through the cracks of
testing hitting the general population.

I have a sandbox lpar which is behind a cume.

DSPPTF 5770999 starts with TL17061 and includes: MF99202, MF99201 but no
MF99203.
