One point of note... it may be that a server is rarely used, but when
its needed not having it could be a show stopper.

Possible case in point, the http administration server:

Also, its worth noting that having an active server that is not being
used will ultimately end up being, mostly, paged out of memory.

That said, stopping some servers might be useful as a way to prevent
unauthorised or less restricted access where the restriction is/was
originally enforced by program/menu security. But that is a whole
different rabbit hole that just gets deeper the further you investigate.

I'll be that if you look in your QSTRUP program, you'll find a start for
the *HTTP server that specifies *ALL server instances. Since this server
instance exists, then it is getting started. If it is not being used,
don't waste resources on keeping it active.

I am going to extremes here - but if I can prove that a server hasn't been used in 5 or more years - why is it even in the mix?

The job log or job details should show that.

But HTTP jobs are started "as needed" most of the time. There shouldn't be a reason to end any of them. If you want to start fresh, just end that instance of the HTTP server and restart it.
