Just look at the HTTP access log for the server job. If it's not be used then every member in the access log will be empty.

My question is - if the server hasn't been used in some time (whatever that time period is) why do we need to even start it
I am going to extremes here - but if I can prove that a server hasn't been used in 5 or more years - why is it even in the mix?
Is there a need for it to be started?

The job log or job details should show that.
But HTTP jobs are started "as needed" most of the time. There shouldn't be a reason to end any of them. If you want to start fresh, just end that instance of the HTTP server and restart it.
