Trying to figure out that "concurrent remove". Manual says DST required

So I thought I'd step though it a little.

STRSST
3. Work with disk units
2. Work with disk configuration
12. Work with removing units from configuration

Again, the manual starts with:

manual initial program load (IPL) to start DST.
</snip>
Which makes me wonder why, if this is true, this is even an option in SST.

So, can I really use this in SST?

And, is there any value to running
STRASPBAL TYPE(*ENDALC)
followed by
STRASPBAL TYPE(*MOVDTA)
And, since WRKDSKSTS shows the new units as still at 0.0% used preceeding
that by
STRASPBAL TYPE(*CAPACITY)
