Not all slots are SR-IOV enabled. I suspect you've moved it not a non enabled slot. SPT is your friend here.

We serve ethernet up via vios. We have two redundant VIOS lpars serving
up ethernet so I "may" be able to postpone resolution. Then again, if it
involves reseating the card, etc, some careful timing may be required.
