recover from sndptford failure

The sndptford was for latest *cumpkg for v7r1 with reorder=no, to image
files



Two of the bin files were downloaded though 2nd may not be complete.

Process ended around 24th hour - still not sure from network why so slow.

WRKPRB entry is still in status "SENT" and is not closed, but it does have
ptfs in it's list.



Do I need to clear something so that sending request again will not see that
some were recently downloaded, but I have to assume those image files most
likely not useable?
