If it requires quadrupling quotes something is wrong internally past
the command.

I've written several applications that accept mixed data (with quotes)
and always had to check on my end for single quotes if I'm using them
in another command. Not force the user to use 4 quotes (which makes 2
on the processing programming which if used in QCMDEXC again will be
one, as it should be).

That might also work, but Dave Clark came up with quadrupling the embedded
apostrophe(s) WITHOUT tripling the delimiting apostrophes, and that solved
the problem.
