The Virtual HMC is merely a software version of the HMC that installs into
VMWare or KVM. So save a lot by acquiring only software no hardware and of
course you save the space/power/cooling of a physical HMC.
As a side benefit these things apply fixes Waaaaaaaaaaaaaaaay faster than
physical HMCs as they don't have to wait for UEFI load at every reboot!!!

I am not sure what enhancements they are referring to.
That said I am a strong supporter of having an HMC for many reasons.
Remember the virtual HMC appliance can be had for significantly less
cash than a physical unit and it would likely be perfect for your
environment.
Either way you still use Power VM and it must be licensed on your server.
