If you are willing for your existing partition to be the host, share its disk space, a tape drive (NOT library) and dvd as well as bridge a network adapter they you don't need an HMC.
I am not sure what enhancements they are referring to.
That said I am a strong supporter of having an HMC for many reasons. Remember the virtual HMC appliance can be had for significantly less cash than a physical unit and it would likely be perfect for your environment.
Either way you still use Power VM and it must be licensed on your server.
