Not quite. It is enforced by the system.

I can't find it a the moment but there is a document on "what a user is" in
IBM i .

I wonder how they measure that 25 users.
- Is it 5250 users only?
- Does one person with 3 sessions count as one user or three?
If you're using your IBM i for shared folder, Domino, web, etc and no more
than three 5250 users at a time does it count the others?
