They are sufficient assuming you have all the objects needed. The table, all indexes (access paths), triggers, stored procedures, etc. etc.

Our point is not that you can't use a backup, only that most often the backups are not sufficient in and of themselves. If you've tested the restore and it works, then it's good, but all too frequently the backups are not sufficient and the source becomes the guide.
