I'd be extremely surprised if IBM spent anywhere near that amount on IBM
Nav. It's just a UI over IBM i operating system functionality. I'm not
saying it would be simple to duplicate, but tens of millions of dollars
annually? Really? I'd guess they maybe have one or two people working on
the IBM i portions.

My hope for Dash for i is to hit up the most common needs of the IBM i

That makes more sense. In regards to breadth, I think you can get a feel
for that by listing the menu items on some of the IBM i menus:

go cmdwrk.
go cmdchg.
go cmddsp.
go cmdcrt.
go cmddlt.

...

That's to say, a replacement for Navigator would be a very large
undertaking, one that IBM probably spends many tens of millions of dollars
annually in development and support. I'd estimate that IBM dedicates a
substantial portion of IBM i license revenue into supporting Navigator.
That would be hard to compete against.

Notwithstanding, I would agree that the user experience with Navigator is
poor. Performance is poor. It often doesn't run out of the box. Even if you
do get it up and running, PTFs may break it.
