Think more like Chrome extensions vs. Microsoft Sharepoint portal widgets.
I don't know what SharePoint Portal Widgets are. But I would suggest that
the entry-point to the vast majority of web applications is a URL (whether
you call the application an "extension" or "widget" or whatever).
So "plugging-in" may be a simple matter of adding URLs to a portal's menu
system and granting authority to menu items (to user groups). That's a key
to deploying broadly scoped systems, and I'd agree that Navigator is
broadly scoped.
