%scan the input value for a quote and then update the quote to a
double-quote.
If you expect multiple single quotes in the input string then you will want

I have a file containing names that have an apostrophe in them
(Dave's, O'Neils..etc). I need to be able to select these records
using LIKE in the WHERE section. I have tried using double quotes
(") to surround the search value (WHERE XXNAME LIKE "%DAVE'S%", but
SQL treats the value as a field name and cant find it.

All suggestions appreciated.
