Assuming you're up to date on PTFs, both client & server...then I'd say
there's something else wrong.

I've never seen an issue with packed data using the OLEDB driver.

I have no familiarity with the OLE driver but if all else fails you should
be able to access the table via a logical that redefined the packed field
as zoned.
