from ESS.

But I suspect you're talking about the server support side of things to
avoid things like
MSGLM0017 - Failure, Unable to access the host server licensing
information. rc2= 0x0003 0028 (LICENSE_INFORMATION_NOT_FOUND)
when you try to point a 5250 session to some lpar which does not have
Resource
