There exist a command to set which user can use ftp, and what can he do
with it, but I can not remember the name.

Look up QIBM_QTMF_CLIENT_REQ, QIBM_QTMF_SERVER_REQ and QIBM_QMTF_SVR_LOGON.

The LOGON exit point controls being able to log in via FTP, the others can control what activity actually occurs.

Not sure of the full requirements, from what is alluded. There is control available for the IBM i FTP Client, beyond the authority to the Start TCP/IP File Transfer Protocol (STRTCPFTP), but authority is at least a start. Probably worth a review of the replies in the thread subject "FTP outbound"
