Before running DLTLIB, try CLRLIB.

Unless you want a really clean clear. Then you can
1 - list all objects in the library
2 - check each item in the list for a lock.

You can use SQL to get a list of objects with QSYS2.OBJECT_STATISTICS. Or
use an API.
