Check to see if there is a job queue in that library that is assigned to a
subsystem. Also, see if there is an output queue attached to an active
writer.

The only "lock" I've seen on a library is when you try to delete a library
that is in some running job's library list. I'm sure save operations also
lock the library object.

In general, though, locking objects in a library do not affect the library
itself.

What is it you are attempting to accomplish?
