I'm not sure what you mean by imbedded. Straining to explain locking down
EDTLIBL but not the other three, I can only suggest that you'd never find
EDTLIBL in a production application, but the other LIBL commands are quite
common. I suppose they could have removed the interactive options from the
ALLOW parameter for these commands, but I'm not going to offer that
suggestion. I'll take what I can get, I guess.

Certainly not as /pretty/ as Edit Library List (EDTLIBL), but simply
forcing prompting of Change Library List (CHGLIBL) might suffice.? The
question mark as imposed-prompting character could be coded in a CLP or
just typed on the command line, optionally preventing access to the
Current Library (CURLIB) parameter; e.g. perhaps one of:

?CHGLIBL
?CHGLIBL ??LIBL() ?-CURLIB(*SAME)
