Certainly not as /pretty/ as Edit Library List (EDTLIBL), but simply forcing prompting of Change Library List (CHGLIBL) might suffice.? The question mark as imposed-prompting character could be coded in a CLP or just typed on the command line, optionally preventing access to the Current Library (CURLIB) parameter; e.g. perhaps one of:

?CHGLIBL
?CHGLIBL ??LIBL() ?-CURLIB(*SAME)
