I think you might have misread my message.
I did install the security update on my Win 8.1 system in order to install
IBM i Access...

I don't find any information that Win8 or Win10 ship with the (updated)
redistributable library built in.

The only mention of a required update applies to newer service packs,
it is a Microsoft security update for which neither Win8.1 nor Win10needs.
