By "fake it out", I mean that the IBM link mentions "Download and install
the correct vcredist_XXXX.exe file for your system." (Also
vcredist_x86.exe.) A search for VCRedist in the Windows folder turns up:

I don't find any information that Win8 or Win10 ship with the (updated)
redistributable library built in.

The only mention of a required update applies to newer service packs,
it is a Microsoft security update for which neither Win8.1 nor Win10needs.
