I was able to successfully duplicate this
number of members > maximum members
situation.

CRTPF FILE(QTEMP/MYFILE) RCDLEN(10)

CHGPF FILE(QTEMP/MYFILE) MAXMBRS(*NOMAX)

ADDPFM FILE(QTEMP/MYFILE) MBR(TWO)

savobj myfile qtemp dev(*savf) savf(rob/rob)

RMVM FILE(QTEMP/MYFILE) MBR(TWO)

chgpf qtemp/myfile maxmbrs(1)

RSTOBJ OBJ(MYFILE) SAVLIB(QTEMP) DEV(*SAVF) SAVF(ROB/ROB)
FILEMBR((MYFILE(TWO))) MBROPT(*ALL) ALWOBJDIF(*ALL)

It will throw this "Information" message.
CPI320C - Too many members for the MAXMBRS value.
Cause . . . . . : Because the *ALL was specified for the ALWOBJDIF
parameter
on the restore command, member TWO was added to file MYFILE in library
QTEMP
even though the MAXMBRS value was exceeded for this file.

File Description Header
  File . . . . . . . . . . . . . . . . . . . : FILE MYFILE
  Library . . . . . . . . . . . . . . . . . . : QTEMP
  Type of file . . . . . . . . . . . . . . . : Physical
  File type . . . . . . . . . . . . . . . . . : FILETYPE *DATA
Maximum members . . . . . . . . . . . . . . : MAXMBRS 1
Number of members . . . . . . . . . . . . . : 2

Theory: If this has a message describes this so well then, dollars to
doughnuts, if you pursue this with IBM they will tell you "working as
designed".

Be careful of "ALWOBJDIF(*ALL) MBROPT(*ALL)".
