I recalled that same irritating effect as a very frustrating aspect about the Copy (CPY) command; quite unsure why the feature would try to set the CCSID where clearly there is no support to do so. But to be thorough I actually tested the request [on v5r3] _despite_ my doubts of success, and I did not encounter that error. I see Vern suggested the CPY also; implying most likely, that the command can be functional in that scenario on newer release(s).
