That could be described as the user-defined portion of the IPL; i.e. the effective final step of the system-defined IPL is the invocation of the QSTRUPPGM in which would be defined the remaining activity to complete the startup of the system for other than system jobs which includes the starting of subsystem(s).

What is the minimum that must be started in TCP/IP in order to start
an interactive session in QINTER (or an alternate).

The Line is presumed to be varied-on and active, then:

STRTCP with all available parameters set to *NO, STRTCPIFC to start just the interface(s) over which traffic will flow, and STRTCPSVR to start the *TELNET server. As there may be no additional interfaces defined to autostart, the STRTCP might just specify to Start TCP/IP interface with STRIFC(*YES) and have the default interface(s) started.

And of course beyond the TCP/IP, there must also have been started, an interactive subsystem available to allocate the workstation devices\types that should be able to connect to the [alternate] interactive subsystem.
