The shortage was government induced. The U.S. FAA declared (without warning) that most batteries can no longer ship on aircraft. Thus supply lines which relied on that suddenly were stuck waiting for batteries to arrive by other means. Since Trains, Trucks, and pack mules do poorly on the ocean that left ships to bring the batteries to the U.S. from (mostly) China. In addition to the delay the fact that we're looking at vastly slower transport this meant a short term shortage at manufacturing as well to fill this much longer pipeline.

With the pipeline filled the problem is now limited to spot shortages here and there.

You may notice when on a plane that if you are asked to check your carry on due to 'lack-o-space' they ask you to remove ALL batteries from it and keep them with you. This is a result of that rule.
