This is certainly possible in some environment but:

1) It requires you have PowerVM.
2) It requires you have an HMC.
3) Your tape controller MUST be PCIe and in the System unit.
4) If you don't have any partitions today and no skills for virtualization this is a complicated process. Yes there are many people on this list that can do this in their sleep (some of us do!) but if you are a traditional Power System shop with just the one LPAR this is big effort.
5) The conversion from standalone to hosted will take longer than upgrading to POWER8!
