I would consider IBM z/OS a competitive OS, and it's file naming rules haven't changed much since the 1960's either. It is a 'flat' structure where file names can be a maximum of 44 characters (5 nodes of 8 characters each, separated by '.') which allows for a gazillion possible file names. Separating environments is usually done by changing one or more of the higher level qualifiers in file names and keeping lower level qualifiers the same. Separate or combined LPARs in the z world doesn't really make any difference since it's fairly common for all DASD to be shared by all systems in the complex and security enforced based on dataset names.
