3401 (called 'EACCES' in socket programming) is an authority error. Whichever user is starting the process needs to have retrieve, insert, delete, and update authority to the port number (which for REXEC is 515) and network interface.

If you are running it with IP over SNA you need the same authorities to the APPC device as well.

Are you starting the process with the STRTCPSVR command? I would expect IBM to set up the authorities automatically...
