The errno value of 3401 as reported by that message could, instead of being per a "port restriction", have an origin with an authority error for an object, given the message text of associated message CPE3401 is "Permission denied." As such there may be some value in checking the audit log for a T-AF entry near\before when that error was issued; obviously requiring that auditing be in effect beforehand.
