I will respond to the filter issue as it used to bother me... it--
depends on what filter pool your filter resides. You can only move a
filter within it's 'Parent filter pool'.
When you click on a filter you can see in the property view the Parent
filter pool. When you copy a filter one of the things you are prompted
for is the filter pool to place the copy in.
There is an option is RSE to show filter pools in the Remote Systems
outline. In Preferences>Remote Systems> there is a checkbox for 'Show
filter pools in Remote Systems view'.

I have many frustrations with RDP. You are not alone. In 8.5.1 I am
actually suffering some of the issues you mention (though I never
suffered them in 8.0.3). I'm losing track of versions, is there an
8.1? Anyway, I have numerous content assist PMRs (some converted to
RFEs due to things being designated as working-as-designed) and also
one about a memory leak (which I know others are experiencing as
well). I simply watch my heap storage and when it gets high (1gb) I restart RDP.
In regard to moving filters, I can do it. I don't recall not being
able to on previous versions. If you right click a filter, you get a
Move Up and Move Down option in the popup menu. You can only move one
position at a time, so instead of moving one filter down over and
over, you can select a group of filters to move once.

This is not the place.
But i couldn't resist.
Maybe i hoped for other developers that have the same frustrations
with RDP, but maybe i am then only one then.
Anyway, to be honest, i don't think it will help much.
Opening a PMR - to IBM / Rational - about me not being able to move
up/down an object filter?
It will cost me time, and with no results.
I'm sure these kinds of little problems are already reported 1000s of
times.

Can you upgrade to the latest version of RDP? Perhaps some of those
issues are fixed.
If you have this paid for, what happened when you opened a PMR with
IBM and reported these issues?
What kind of PC are you running this on? In "System" mine says
