Do you know if it's a hardware issue? Do you know if pressing
Shift+Esc is registering as nothing at all, or it's registering as
something, just not Shift+Esc?

If the problem is some other program intercepting this key combo,
perhaps you can see if hotkey software can preempt *that* program.
For example, I use AutoHotkey. If the *keyboard* is still working,
and sending the codes for Shift+Esc when that is what you press, then
maybe you can use the hotkey software as a go-between to reroute past
the problematic program.

For me, even though I am as much a creature of habit as anyone, long
ago I switched to using just plain Esc as my SysReq. I kept the
Shift+Esc intact, so I could press the Shift or not and it would work
either way, but eventually I noticed myself getting used to the
unshifted keypress, and now Shift+Esc seems horribly cumbersome.
