Way back when I first encountered the job date, it was used for either
testing date-dependent programs (e.g. program is supposed to do
something different based on a birthdate, period start or end date, etc)
or to re-run some job so the reports have a particular date which is not
the current date.
I would guess the wish for a job time would be similar reasons --
testing a time-dependent program or to run a report so it has a
particular time. I don't think I'd need it as part of production, but
that may be just my limited imagination.
