Actually that could be useful for some testing scenarios, but your
purposes, I don't think that's what you're looking for.
As Eric mentioned, there are signs that IBM is working on a way to
have a job time offset, but it's not there yet.
You mentioned locales. When IBM does provide job-level time offsets,
it seems likely that jobs would be initialized with an offset based on
the locale (probably with a system value which whether or not this
should take place), which could probably then be overridden with
CHGJOB.
