The internal search function is temporarily non-functional. The current search engine is no longer viable and we are researching alternatives.
As a stop gap measure, we are using Google's custom search engine service.

I cannot modify any of the programs in the job. I simply need to change the

change the date, so why not the time.
The job date is assigned when the job starts, and never changes unless
it is changed explicitly (CHGJOB or equivalent).
So how useful would a job time be if you could set it, but then that
time would never change (unless explicitly changed by CHGJOB or
equivalent)?
Actually that could be useful for some testing scenarios, but your
purposes, I don't think that's what you're looking for.
As Eric mentioned, there are signs that IBM is working on a way to
have a job time offset, but it's not there yet.
You mentioned locales. When IBM does provide job-level time offsets,
it seems likely that jobs would be initialized with an offset based on
the locale (probably with a system value which whether or not this
should take place), which could probably then be overridden with
CHGJOB.
