This suggests the problem may not lie in the IBM i instance, but a couple of off the wall ideas to check:
1) Is there a program registered in the telnet registry?
2) Is there a program on the host servers registry?
3) the list can go on but the point is made.

Is there a background job that monitors telnet and kills the job (other than the IBM i supplied ones with system values) ? I often write my own program to monitor on line usage, that way I can manage users independently of each other, like never kick the boss off when he's working from home, etc.

Off the IBM i is there a network switch that is resetting or killing telnet traffic? A firewall perhaps?
