One of the few System i's I ever heard of that actually had a separate DBA, and a whole group at that. I once worked on a project with SQL Server that had a DBA. He got rather snooty about what he was and was not going to do as regards data. The project manager told me to take him out back and have a long talk with him about who was in charge and what his function was (support), and if that didn't work, just bring back the remaining body parts. Robert was always open to alternatives ("Explain to me why it's a bad idea"); "No" was not an option.

I know this sounds old, but - you can create a logical over an old
flatfile physical using substring fields. if you have no alternative
it actually works very well.
