Still sounds like square peg, round hole... Why does this program need
to be written in CL? Why not just do this in a language that supports
the features you need?

Any way Our DB Admin group do not agrees to create a LF.. I will Call an
SQLRPGFLE program which will return RRN of the TLR record so that I can
point at it correctly .

I know this sounds old, but - you can create a logical over an old
flatfile physical using substring fields. if you have no alternative
it actually works very well.

I can not create a LF for this, Unnecessary overhead. More over, it is a
Flat file consists of single field.

I am validating the trailer record.. TLR012536

Where - 012536 no of record in the file except HDR and TLR
