Perhaps he doesn't have the compiler options for RPG/COBOL/C. CL, I think, can always be compiled.

I know this sounds old, but - you can create a logical over an old
flatfile physical using substring fields. if you have no alternative
it actually works very well.

I can not create a LF for this, Unnecessary overhead. More over, it is a
Flat file consists of single field.

Where - 012536 no of record in the file except HDR and TLR
