The solution mentioned in the link worked. i deleted the *USRIDX
(QUSRSYS/QEZPWRCLN) object . Found that after deleting that object all the
settings for the cleanup were lost and it showed default values. Finally
changing the automatic cleanup option to Yes , the QSYSSCD job started and
is active .

As far as QIPLDATTIM is concerned , if i change the system value and give
*NONE it will reset any previous value to 00/00/00 which is actually value
for *NONE.

The only thing that now i need to understand is how that User index was
associated with that problem .Seems it stores the ipl date time value (
which here was in wrong format) . However we do not use automatically
scheduled IPL's.
