Not sure what you trying to do.
You do need a time also for using the QIPLDATTIM command.
We set up an CL that sets the date and time for us.
Try using a time and see if that lets it run.

On one of the test system i am not able to start the Cleanup job .
The QSYSSCD give the following error :
CPF1061 Message . . . . : Time not
valid.
Cause . . . . . : In verifying a time, non-decimal data was encountered or
a value was not in a valid range.
CPF1076 Message . . . . : Specified value not allowed for system value
QIPLDATTIM.
on system :
QIPLDATTIM value : *NONE .
STRCLNUP is called in the startup program as well.
I tried ENDCLNUP CHGCLNUP and STRCLNUP one after the another as per 5123119 ( Software Technical Document ) but no luck .
