On my system (where we do NOT automatically schedule IPL's) DSPSYSVAL
QIPLDATTIM displays
IPL date . . . . . . . : 00/00/00
IPL time . . . . . . . :
If I type I do a WRKSYSVAL QIPLDATTIM and save that and display it with
DSPSYSVAL QIPLDATTIM it displays 00/00/00. Perhaps you type in *NONE
wrong?

Then again, if I search IBM's support site for CPF1061 the only hit I get
is for something dealing with QIPLDATTIM. Wonder if that might be
related?
Talks about deleting a *USRIDX...
